Lacy was born July 26, 1951, in Evansville, IN, the daughter of James Birch, Sr. and Dorothy (Runau) Birch. Surviving are her parents of Decatur, IL, daughter: Tracy (Michael) Pierceall of Springfield, IL; grandchildren: Logan and Brandon; brothers: Jim Birch Jr. of Mt.
